When status is ending and there is no PR path
With PR intakes down and enforcement up, more clients reach the end of a permit with nowhere to go. The adviser's job is honest options, not false hope.
For advisers · not legal advice for applicants

Canada's permanent-resident targets are lower, several economic streams are harder to reach, and enforcement activity has increased. The result is a growing group of clients — often former students on a used-up PGWP, or workers whose occupation no longer selects — who are approaching the end of their status with no realistic PR route. Advising them well means being straight about it.
Map the real options, in order
- A further temporary route. Is there a genuine study programme, a bridging or employer-specific work permit, a visitor record with a real purpose? Only if it is genuine — a sham extension to buy time is misrepresentation and makes everything worse.
- A different province or stream the client actually qualifies for, including ones tied to a real job offer or in-Canada experience.
- Humanitarian and compassionate, or a specific public policy, where the facts genuinely support it — establishment, hardship, best interests of a child. Set expectations: H&C is discretionary, slow, and not a status-holder while pending.
- Another country. A client the Canadian system has closed out may have an Australian, UK or other route. This is a legitimate redirect.
- Planned departure. If nothing above fits, leaving before status expires — rather than staying out of status and accruing an enforcement history — protects future applications. Say this plainly.
What not to do
Do not let a client drift out of status while you "keep looking". Do not file weak applications purely to generate a pending file. Do not imply an outcome you cannot support.
Put it in writing
Record the options canvassed, the advice given, the risks of remaining without status, and the client's decision. A client who later faces enforcement — or wants to re-apply from abroad — needs a file that shows they were advised properly.
