Where to send skilled-worker clients as PNP allocations shrink

The federal government reduced provincial nominee allocations significantly for 2025, and several provinces responded by narrowing streams, pausing intake, or prioritising in-province candidates with a job offer. A practice that has been routing most skilled-worker clients through "pick a province, get nominated" needs a new default.

Re-segment the existing caseload

Split skilled-worker clients into three groups:

• Strong federal profiles (CRS in reach of recent category cut-offs, or category-eligible). Keep these in Express Entry and stop treating PNP as the primary plan.
• In-Canada candidates with a job offer or Canadian experience. Provincial streams still favour these heavily — an employer-driven stream is more realistic than a base occupation-demand stream.
• Everyone else. Be honest that the timeline has lengthened. Options are a genuine study or work route into Canada, a different destination country, or waiting with a concrete review date.

Country diversification

Australia's points-tested skilled visas, the UK's Skilled Worker route where a licensed sponsor is available, and several EU job-seeker and skilled routes may fit a client the Canadian system no longer selects quickly. This is a real service line, not a consolation — but only if you have the competence and, where required, the registration to advise on that country.

Set expectations at intake

Clients who signed retainers in 2023 were sold a faster process than 2025 delivers. Proactively contact the affected ones with the revised outlook. It is a harder conversation now than it will be after another year of no movement.
