PGWP eligibility after the field-of-study rules

The PGWP used to be a simple function of programme length and institution type. It is now gated by field of study for graduates below the bachelor's level, and by a language threshold for all applicants. A client who picks a programme without checking both can complete an expensive credential that leads nowhere.

For college and non-degree programmes, confirm the specific programme maps to an eligible field on the current list before the client accepts an offer. The list is tied to occupations IRCC considers to be in long-term shortage, and it moves. Degree-level programmes at universities are not subject to the field-of-study restriction, but everything else is.

The language condition

All PGWP applicants now need to meet a minimum language level — higher for university graduates than for college graduates — proven with an approved test taken within the validity window at the time of the PGWP application. Build the test date into the client's timeline so it does not expire between graduation and application.

Practical counselling points

• Institution type still matters. Public colleges, universities and a narrow set of other institutions qualify; most private colleges and public-private partnership arrangements do not.
• One PGWP per lifetime remains the rule. If the client already used a PGWP, a second programme does not create a second permit.
• Flagpoling is effectively closed for PGWP issuance at most land ports. Plan for an online application and maintained status instead.
• Programme changes mid-study can break eligibility. Tell the client to check with you before switching institutions or programmes.

Document the field-of-study and institution check in the file. If the rules change after the client enrols, a contemporaneous note that the programme qualified at the time is worth having.
