A points-test overhaul is in consultation for 2027, the Skills in Demand visa has settled in, and the two do not touch. Advise 189/190/491 clients and 482 clients differently.

Australia 2026: the points-test rewrite and where the 482 sits

Two separate things are happening in Australian skilled migration and clients conflate them constantly.

The points test (189 / 190 / 491) — reform in progress

The 2026–27 Budget flagged an intention to "optimise" the permanent skilled points test toward younger, higher-qualified, higher-skilled applicants with stronger English, and to reward in-demand trade credentials more heavily. The sequence: a consultation paper in mid-2026, draft legislation expected by the end of 2026, and a new test scheduled for 1 July 2027, with transitional protection for candidates already invited under the current grid.

What this means for clients now:

  • Nothing is legislated yet. Do not restructure a profile around a points grid that does not exist.
  • A client who is close to an invitation under the current rules should not sit and wait for a reform that may not favour them — file while the current test applies and the transitional protection is available.
  • A borderline client with time to improve should focus on the levers the reform is signalling: age, English, qualifications, skilled experience, and (for trades) a completed skills assessment.

The Skills in Demand visa (482) — settled, and not points-tested

The SID visa replaced the TSS with three streams (Specialist Skills, Core Skills, Essential Skills), a one-year prior-experience requirement, portability of sponsorship (time with any approved sponsor counts toward the PR residence requirement), and a longer window to find a new sponsor after employment ends. The employer-sponsored 186 is likewise outside the points test.

The counselling split

For an employer-sponsored client, the points-test noise is irrelevant — advise on stream, income threshold, occupation list and the 186 pathway. For a 189/190/491 client, name the July 2027 date, model both scenarios where you can, and make the file-now-or-improve call explicitly. Confirm current income thresholds and occupation lists before advising either — both are reviewed and indexed.
