Mapping a student's route to permanent residence early

By the time a graduate is holding a PGWP with 18 months left and a job that does not count the way they need, the good options are mostly gone. The value you add is at the front — choosing the programme and location so the PR route is open when the work permit starts ticking.

Work backwards from the PR programme

• Canadian Experience Class / Express Entry: needs 12 months of skilled (TEER 0, 1, 2 or 3) Canadian work in the PGWP period, plus a language level that keeps CRS competitive. The job title is less important than the actual duties matching a skilled NOC.
• A provincial graduate or in-demand stream: each province defines eligible institutions, programmes, occupations and the required period of work or intent to stay. Pick the province before the client picks the school.
• French-language pathways: for a client with French, studying in French or in a francophone-minority community opens dedicated streams and category-based selection.

The counselling conversation

Tell the student, in writing, three things: which PR programme the plan targets, what they need to have by the end of the PGWP (months of work, NOC, language score), and the checkpoints where you will review. Put a calendar reminder for 12 months before PGWP expiry to confirm they are on track and to file Express Entry or the provincial application in time.

Watch the moving parts

PGWP field-of-study and language rules, PNP allocations, and Express Entry category selection are all changing year to year. A route that is open when the student enrols may narrow by graduation. Build a mid-programme review into the retainer so the plan gets re-checked against current rules.
